The requirements for working permits are very loosely defined and remain under the jurisdiction of Indian visa services. In order to live and work in India all candidates must secure one and have proof of their projected salary.
Although either the employer or employee may obtain work permits, the 'usual' route is normally employer led. If you can find an employer to sponsor you for a visa you will be more likely to get one.
